LYNX-DEV "lynx.cfg not available" problem

I am pretty new to Lynx and have this problem.

I just downloaded and built v2.7.1 for my VMS system to upgrade from
v2.6.1; it compiles and links without error, but when I invoke it, 
it returns:

Configuration File Lynx_dir:lynx.cfg is not available.

The new lynx.cfg file has W:RE file protection and is in the same
directory where the V2.6.1 lynx.cfg file resides, as a higher version.

If I try to run the v2.7.1 lynx with the v2.6.1 lynx.cfg file, I get
the same error.
