I was thinking of UUCP, which is even cheaper on phone time (I believe
Indian local calls are metered, more expensive than the UK in absolute
terms, and many more times more expensive relative to even professional
salaries).  Its also been established in South Asia for a long time.


The essential point, though was, that shell accounts force online
mail access, or very contorted workarounds.
