Follow-up Comment #2:

The semaphore is unblocked when the stack has sent everything. In some cases,
this can look like it is stuck. Maybe you have'nt configured enough memory and
are experiencing some form of out-of-memory (or out of TCP window space).
In any case, this is not a bug. Try writing to the mailing list if you have
problems getting up the stack instead of adding private bug entries only a few
of us can see.
