No, it doesn't apply very well in this case. What OSS-Fuzz substitutes is
running afl-fuzz on one's own hardware. The novelty of OSS-Fuzz is not in the
software (afl-fuzz is perfectly available, and any improvements in lwIP's
fuzzing wrappers are useful with and without OSS-Fuzz), but in the service of
providing hardware and power for running fuzzers.

OSS-Fuzz is an unpaid service as a paid-service substitute.
