Yes, this is how it's done. Fragments are either eaten by reassembly or
discarded.
Once reassembled, the packet contains a fragment header that specifies that
the packet is in a single fragment now. raw input should skip this header, as
it should skip any other IPv6 headers included, such as Hop-By-Hop header,
Routing header, Destination options, etc.
Marking this as invalid.
