Link going down is a change in network configuration.
Also, this does not make admin and operational status the same. You can have
operational status 'up', but admin status will be 'down' until a REQUEST
message is ACK-ed (we enter DHCP_BOUND state).
Since the admin status goes 'down' anyway when operational status goes 'up'
(until the client eventually re-binds the address), we might as well do it
early. If this is not the way to do it, I'm open to suggestions (maybe check
link status before calling dhcp_reboot() ?).
