I also have no problem with calling tcpip_init separately, as you put forward
some sensible reasons.

The argument passing isn't a big deal perhaps - those not using tcpip_init()
could of course just pass NULL for those arguments.

Either way, the key to making it easy to use is good documentation of what to
do (and why).  The difference between these two schemes is very little if they
are both well documented.
