With cjdns, it doesn't.  With any VPN, your IP is (or can be) fixed
while mobile, but most VPNs relay your packets through a home server.
With mesh VPNs like cjdns, your IP is fixed, but routing through the
mesh changes as you move.  Cjdns routing doesn't adapt as rapidly as a cell
network, but it works for me.

There is also the Mobile IP6 standard, which provides a fixed IP6 to
mobile devices.  Packets are initially routed through a home server, but
the home server sends mobile ICMP packets to peers with the current
transient ip of the mobile device, allowing peers that support mobile
IP6 to send subsequent packets directly to the transient IP (and get
notified when the transient IP changes).

With mesh VPNs, there is no home server.
