Alguns dias atrás tive uma conversa com 2 Gabriels (krisman e gftg) sobre um 
serviço para armazenamento de repositórios git cujo o próprio software seja 
livre e que armazenasse apenas software livre.

Na hora não lembrei a URL, mas finalmente o encontrei: https://notabug.org/

Segundo o próprio site:

O serviço é baseado no http://gogs.io/ , cuja licença é MIT, mas que parece 
ser mantido no GitHub.  O_o
Porém, a versão usada no NotABug é mantida no próprio serviço: 
https://notabug.org/hp/gogs
