I assumed he was referring to write protection in the capacity described here: https://libreboot.org/docs/install/index.html#flashrom
 under the section "Are you currently running libreboot (or coreboot)?"

The implications are that Libreboot can be made to act like that original firmware in which you have only the option of writing new firmware externally rather than the convenience of the flashrom utility.
