You all know IndependantBranches feature and its influence on Acquisition.
Now, when IndependantBranches is set, a new control on circulation has
been designed for 2.4.X
It prevents a librarian from a branch to issue items held by other
branches (unless librarian is a superlibrarian).
If he tries to do so, an error message is displayed.
