is it actually using the password file?

check <jail>/etc/nsswitch.conf

perhaps it is a permission denied for something else (nscd socket?)

the error 'permission denied' is from calling getpwnam() or getpwuid() and these functions use nsswitch.conf to see where they should lookup user info.
