exactly the same as you would do without a jail: make the files owned by user1 (permissions read and write), and make sure the files are readable by groupA, and user2 should be member of groupA.

this is the first thing I tried - but  jailkit said me that user must be
owner of his home dir...

use a different directory than the home dir itself. Use for example
/home/user1
/home/user2
/home/shared
and set symlinks from the home directories to shared
