The problem is that there are a bunch of repositores (i.e. file archives) which are stored on a server in our network but are shared across operating systems, e.g. Linux and Windows.
Our Windows programmers are actually using the proprietary, GUI-based RCS version which adds this private header section.
As said earlier, the Linux version of the proprietary RCS system is pretty buggy, and thus we have written a replacement using the Python programming system and current GNU rcs.
However, we still need to share the repos with the Windows folks, so we can't simply strip the private header section from all archives.
