[This is a little late, but I just found this message in older mail]

It might be worth installing the Cygwin<http://cygwin.com/> environment
for Windows 2000/XP and installing their build of RCS for Cygwin.

I have no knowledge of any other RCS builds for Windows, nor any
binaries with any patches added.
