rlog and state

I'm just testing out rcs right now on a PC.
I've created several test files  - the RCS files all live in
a single RCS directory. I'm experiementing now with states.
Only one file has a given state on only one revision.
The state is lone-test-two

When I execute: rlog -R -slone-test-two RCS/*
all the files in RCS are listed. I thought it would only list
the one that has lone-test-two as a state. Can someone
explain to me what is happening?
