I found it in 8.12 Functions That Control Make.
(It doesn't control make, but is related to the error function which does).
How I found it: I went to the "all in one HTML page" version of the manual,
and simply searched for $(info.
If you're working with the multi-page version, you can find it via the
Index of Functions, Variables and Directives, under the letter I:
