Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. The home page of the GNU Generic Security Service
[1] has the old kind of translation list at the bottom of the page; I
propose to upgrade it to the latest boilerplate [2]. This would give the
opportunity to do minor adjustments:

- replace the huge h2's within the page with h3's (the templated pages
use h2 for main headers);
- replace "name" attributes with "id";
- place the validator icon in the footer, where there is empty space,
and make it unprintable;
- highlight the code block with a light-gray background ("emph-box" class).

A diff is attached.
