I want the /boot/grub directory to be on a FAT or NTFS partitions, i.e. in a Windows only configuration. Should'nt I include the FAT and NTFS modules at install time ?

You should really never need to use the --modules argument, and it's
rarely actually useful. What are you trying to accomplish?
