Thanks for getting in touch.
What did the NoiseChisel error message say? Can you copy-paste the full
error message (including your command) in a reply?
If you are new to FITS files and working with them on the command-line,
before replying, I recommend to follow the tutorial in [1] (at least
until the NoiseChisel sections).
Just note that the tutorial is for version 0.20 (released two weeks
ago). To install the latest version and benefit from the many improved
features since version 0.16.1, the steps in [2] should be enough (you
already have all the dependencies; they haven't changed since version
0.16.1).
The 'astsubtractsky' program has been removed from Gnuastro since
version 0.3 in the year 2017 (see "Removed programs or libraries" from
its announcement of version 0.3 in [3]). So it is not present on your
operating system (your Gnuastro 0.16 is 13 versions after version 0.3!).
