Details:

Currently the Python Timezone Library naming (yyyy[a-z]) conflicts with the
Python Package Index (PyPI).
The standard arguments for the pip command to install the package won't find
the package, and it needs the "--pre" command line argument. 

The GNU Health installer needs to be updated to avoid an installation error at
the moment of downloading and installing this package.
