PROBLEMS: Update Hurd item and some shebangs.
Per Bruno Haible, GNU/Hurd is passing all tests as of 1.23.0.rc4.
Regarding shebangs, groff has unfortunately done its part in spreading a
myth. See <https://savannah.gnu.org/bugs/?64058>.
