[ms]: Fix Texinfo documentation nits.
* Fix typo.
* Fix relict text, leftover from earlier edit.
* Drop item about not using the `PO` register before defining it; this
same item is not in the parallel sections of "doc/ms.ms" or
groff_ms(7), and it is a particularization of advice already given
about the use of registers in subsection/node "Document control
settings".
