grep does not find some lines

hi,
i have codesys-export (ide for sps-programming). it is windows-text (CRLF),
but i use a file converted with dos2unix, too.

when i `grep ' AT ' x.exp` i miss 8 lines.
when i use `sed / AT /!d x.exp` instead, this lines are found
when using c regex(3) i find all this lines, too.

maybe there is some reason ?

os : xubuntu-18
grep : 3.4 2020
