OK.

On gentoo, to start with, you need a working C compiler, working Python, and:

    dev-util/scons
    dev-vcs/git

Yes, did you look in build.adoc for the specific dependencies for
your specific distro?

On gentoo, for cgps, you need:

    sys-libs/ncurses
    net-misc/pps-tools
    virtual/libusb
    sys-apps/dbus

To build the doc you need:

    dev-ruby/asciidoctor


> What are the prerequisites for xgps?

Depends on your distro.  On gentoo: 

    dev-python/pygobject
    dev-python/pycairo
