Thanks for the test.  Good news that got it to work..  I just pushed
a patch that allows NTP time from gpsd://, tcp:// and udp:// sources.
Those should all be close to real time, and ntpd can decide if they are
good enough to use as chimers.

Please test git head to confirm.
