Looks like it is part of util-linux.
At least on Gentoo you already need to be root:
gem@kong ~ $ runuser
runuser: may not be used by non-root users
From their man page:

"The difference between the commands runuser and su is that runuser
does not ask for password..."
IMHO a terrible idea to remove any passowrd on the root account.
