gpsd does not directly handle that.  It is the job of you udev, eudev,
or systemd to detect a newly attach GNSS receiver and coonnect it to
gpsd.

Results vary dramatically depending on many factors.

Not enough information to know.  Depending on your distro, your
configuration, installed drivers, and the module model it may
work well, or never.
