OK, that lead me to see that I was in error. I had not been able to
find packaging/deb/etc_default_gpsd.in earlier because I was looking
for something similar. I also looked at the output from compilation,
and it had not been installed. So I incorrectly assumed that it had
been dropped.

However, I compiled and installed using scons ("scons install udev" or
similar, I don't have it in front of me). I did not create a package and
install that.

So clearly installing on a Debian system via scons breaks the systemd
setup. Is that a bug? Would anyone care to tackle that? (I know zilch
about scons or python.)

Tomorrow I'll try to build a package, install and test that. What's the
magic incantation to build a package?
