I suggest you ask some Mavlink people, or at least ask someone that
has heard of it.  Feel free to report back here what you learn.

Nope.  Notice the file extension is .py.in?  That means it is not a real
Python file.  It needs to have its macros expanded to be functional.

Also, if you mix versions of gpsd companents you will drive us both
crazy.
