Python is on my path.

The scons line used is this:
scons timeservice=yes magic_hat=yes nmea0183=yes ublox=yes mtk3301=yes fixed_port_speed=9600 fixed_stop_bits=1
Is it possible that the cause is in the options?

Your fix appears to have worked, gpsd built this time!

That final {} says scons not building man pages for the python clients.
That should only happen if python not in your path...

I pushed a fix to git head for you issue.  When you re-reun clockmaker
it should pull down the new code for you to test.
