telemetry is active or partially active

Hi everybody, 

recently I received a message from an Icecat user (I believe windows
version) stating that telemetry was enabled and the settings was read-
only in about:config and as such, it couldn't be changed (disabled).

At first I thought it was some mistake but I checked on my system and
toolkit.telemetry.enabled is indeed on "TRUE" and I cannot change it.

I've been looking where it comes from and it should be the result of
copying data/settings.js to browser/app/profile/icecat.js.

I checked the latter and there, toolkit.telemetry.enabled is FALSE.

So where is this coming from?
I could reproduce this on macos and debian.

ALso I noticed that there are some pings enabled in data/settings.js
like the shutdown ping. 

Also in about:config, searching for telemetry I could see

This is unexpected

**Can I ask if it's only me?**

Does anyone of you guys have the same problem?

Mainly I'm interested in understanding how/when/where
toolkit.telemetry.enabled goes from FALSE to TRUE and possibly fix it.
