Unsurprisingly, you are misstating my claim. The library provisions
of the GPL are completely enforceable, providing that one creates and
distributes a combined work of GPLed code and those libraries. When
one does not create such a combined work, then of course the GPL's
provisions cannot apply to libraries outside the work, since there is
no reason for them to come under its purview.

That's correct. But they're wrong.
