Really? The meaning of the adjective doesn't depend on the noun it
modifies?
If someone gives me a person without charge, does that make that
person a free person? If a newspaper is heavily censored but is given
without charge, is that a free press?
If a worker is described as green, should I wonder if they're new at
the job or have a skin discoloration?
This could go on, of course. I can't speak for other languages, but
in English, context matters.
