Rather funny practice in the context of the GPL you're talking about.
Most researches with the focus on industrial application (i.e.

that can be used to make products right now or pretty soon; and I mean
most researchers in both private and "public" sector) file for patents
like
crazy. And research papers and reports are mostly all rights reserved.
