I'm talking about the case when you distribute all components needed to
run the whole thing. Kernel including.

In both cases it's a combination (a collective work). In the case of
static linking you just have components tied together in a bit stronger
way than a bunch of Java class files inside a JAR (MS .Net assemblies
aside for a moment), for example.
