The GNU FSDG comes from the Fedora guidelines.  If you look at Fedora,
you'll see that there is a very clear separation of repositories,
because the repos were created independently once some random group of
people felt the need for proprietary software.  The relationship between
distro and repo reminds me of Slackbuilds.

The only issue with Fedora is that Fedora provides documentation on how
to use it.
