I don't remember and my Windows installation is not booting. For sure, to cross-compile on a Linux box, the dev files can be downloaded from https://ftp.gnome.org/pub/gnome/binaries/win32/glib/2.28/ and https://ftp.gnome.org/pub/gnome/binaries/win32/dependencies/ . In theory, pointing Visual Studio to the include directory and the .lib files from those archives should make it work. I can dig the .vcproj file I made for VS2015, if needed.
