SUSE make use of resmgr at this point.
Can you please follow the instruction
in /usr/share/doc/packages/gnokii/README.SUSE
to solve the permission problem:

suppose your user name is "joesix" all you need to do is to issue the
following two commands:
# echo "allow modem user=joesix" > /etc/resmgr.conf.d/60-joesix.conf
# rcresmgr restart
[...]
(btw. is Motorola RazrV3i known to work with gnokii?)
