License changes for UNICODE and Bitwise libraries

    I was able to get in touch
      with Chris Lilley regarding the licensing, and he is permitting me
      to switch the license on my forked version from GPL 3 to LGPL 2.1,
      on the basis that the original was never completed or published. I
      have updated the repos accordingly.
