[Gm2] R10 dialect features

Along my migration processs from (brace yourselves) Gardens Point
Modula-2 to GNU Modula-2 (and it's looots of code to move over) I
started wondering why GNU Modula-2 does not speak more of R10 dialect?
With tons of things done, various PIM versions covered, ISO
committee-beast implemented - I don't think it's too big a job. 
R10 has all the things needed to fully replace C, and that I think is
what we all want.
