[Gm2] internal error

I get the following internal error.

I attempted to narrow down the code that causes it with no luck.

The error happens in the middle of a bunch of constant declarations, 
and seems to move if I eliminate module IMPORT statements above the 
constant declarations.

The constant declarations all work fine in a stand along MODULE file.

Any thoughts?
