It was getting respected there, yes.

  On this very page I get

  http://download.savannah.gnu.org/releases/freetype/freetype-2.9.tar.bz2

as the link, and this works just fine.  Maybe a HTTP caching error
somewhere?

Works for me now as well.  I first noticed this because our bots were failing, but it also reproduced from my laptop.  I think Savannah people fixed it.
