NORMAL allows x-axis modification. v40 will allow that if the font
declares itself "ClearType native", v40 is then just v35 with some
additional GETINFO flags.
v40 in LIGHT doesn't really work right now because TT hints may snap
horizontal stems to full pixels, which looks out of place when the
autohinter and CFF engine don't modify stem widths.
