The OpenType specification maintainers intentionally omit any
references to specific implementations. However, they try to fix
inconsistencies.

Te very issue is that many (MS, Adobe, etc.) applications don't
support full GSUB/GPOS functionality for latin scripts! Only a
limited set of features is available, which is a pity. This will
change (or has changed very recently), but it takes time.
