Apple Chancery has a type 2 kern table and is part of OS 9.x
Thank you Peter, that was just what I needed. The docs on http://developer.apple.com/fonts/TTRefMan/RM06/Chap6kern.html say that the "class table header" (table 31) has an array of uint8 values representing the classes. In fact the class table seems to contain uint16 values which are offsets.
Peter could you get someone at Apple to correct this?
