[Devel] another face->postscript.isFixedPitch :-(

Hello!

In fonts "Lucida Sans Typewriter Regular" or "OCR-A BT" is this flag sets. 
These fonts are not chinese at all.

Data from Lucida...:
'head' Table - Font Header
advanceWidthMax:      1536

'hmtx' Table - Horizontal Metrics
Size = 972 bytes, 243 entries
          0. advWid: 1536, LSdBear: 256
          1. advWid:    0, LSdBear: 0
          2. advWid: 1234, LSdBear: 0
          3. advWid: 1234, LSdBear: 0
          4. advWid: 1234, LSdBear: 493
and all next have same 1234 advWid.

Unfotunately freetype ignores 'hmtx' information then loading glyphs, because 
of postscript.isFixedPitch is set on.
Windows shows this font "properly" - looks like they ignoring this flag.
This thing makes problems also on many other fonts especially chinese - 
everything is full width.
We have to find some solution to this problem. Atleast find out how Windows 
load them...
