You should send a bug report to the afm2tfm maintainer.

Well, I really can't decide whether this option is needed or not.
Maybe for non-latin scripts like Hebrew?

Theoretically yes, AFAIK, but I don't know exactly how, and I don't
have time to play with the CVS.
