The program is called "ttfmod", it's very much under development, the 
eventual goal is to provide a graphical interface to truetype instructing. 
The current goal is to help me figure out what's wrong with pfaedit's 
truetype hinting. You can grab a copy at
        http://pfaedit.sourceforge.net/ttfmod/
but don't expect much yet.

It uses freetype to move the points around and provide the background raster.
