[PATCH] Release ERC 5.6

Hi people,

ERC 5.5 was released on March 3rd. Not saying eight months and change is
overlong WRT the previously floated aspirational cadence of at least two
minor releases per major Emacs version (or that sustaining a respectable
velocity ought to be a priority), but as a practical matter, the longer
we wait, the more resistance there'll be in the drop's immediate wake to
iterating meaningfully on HEAD [1] (which, IMO, *is* a priority). Thus,
I'd like to pull the trigger on a release in a week or so, assuming
there's nothing left on the docket by then. All this to say: last call
for bugs and patches for this cycle.

Thanks,
J.P.

[1] This phenomenon exists because :core packages on GNU ELPA can't yet
be made to track a specific emacs.git branch, like emacs-29. Which
effectively means any remedial "patch" work must happen on HEAD.
